Usage Note
Verhältnismäßigkeit is a central principle of German constitutional and administrative law, requiring that any state measure be suitable, necessary and proportionate to its aim. Courts apply a three-step test: Geeignetheit (suitability), Erforderlichkeit (necessity) and Angemessenheit (proportionality in the narrow sense).
