besetzen covers occupying a seat or territory and filling a job vacancy (eine Stelle besetzen) or a film role (eine Rolle besetzen). The past participle besetzt on a phone or toilet means 'engaged' or 'taken'. It is inseparable thanks to the be- prefix.
