sprich (literally the imperative of sprechen) is used as a discourse particle to introduce a gloss or restatement, like 'that is to say'. It is colloquial but widely used in journalistic and spoken German.

Natural Translation
He got no response, meaning his application was rejected.
Literal Translation
He got no feedback, speak his application was rejected.
