Volksabstimmung is a direct vote by the people on a specific question, from Volk (people) and Abstimmung (vote). It is feminine. In Switzerland it is a routine instrument of governance, while in Germany it is rare at the federal level. Compare Volksentscheid, often used for binding outcomes.
