neu ('new') is a regular adjective; the adverb neu can mean 'newly, freshly' (neu eröffnet, 'newly opened'). The phrase aufs Neue means 'afresh', and etwas Neues is 'something new' (note the capital after the neuter ending). Its comparative is neuer.
